NFL Mock Draft 4.0: Quarterbacks rise post-combine, Redskins land pass catcher
Yes, the Broncos did trade for Joe Flacco before the start of the NFL offseason. No, that doesn’t mean that they won’t take a quarterback early. Flacco is 34 and may be on the downside of his career. While he can still lead a team to the postseason, the Broncos may look to find his successor early so they’ll have a replacement option if Flacco doesn’t work out.
Drew Lock is the lone first-round quarterback left on the board at this time. Lock has a stellar arm and has been compared to Jay Cutler as a player. However, Lock has more desirable leadership characteristics than Cutler, so that will help his cause.
I actually had the Broncos trading up for Lock in my most recent mock draft. Here’s what I said about that possibility at the time.

"If the Broncos move up, I have to imagine that they will target Drew Lock. Multiple reports have linked Lock to the Broncos, and Mark Kiszla of The Denver Post is reporting that Elway is “smitten with” Lock. That would seemingly make the Missouri quarterback the team’s top target. Lock has one of the better arms in the 2019 NFL Draft, and he will certainly have a chance to be a gunslinger at the NFL level. He will have to work on his accuracy as he can be a bit too hot with his throws, but he has the leadership skills and drive needed to be a solid contributor at the NFL level. He was probably the best quarterback at the Senior Bowl, so that should help him continue to rise — especially if he has great interviews once again at the NFL Combine."
Lock’s performance at the combine was solid, as he did show off his great arm strength and decent athletic ability. For that reason, his stock is still on the rise and though he is the fourth quarterback off the board in this mock, he still could emerge as the best quarterback in this class.
For Denver, Lock would have a chance to learn from Flacco for a year before taking over as a starter. That could do a lot to help him work out issues with his footwork, so that could be a net positive for the Broncos.
